I too think it's a great sign that they're taking good care of the rides they already have. Paramount was certainly better than Six Flags in this area but wasn't as good as they could've been. They were somewhat infamous for putting in lots of theming / effects on a ride and then letting it go downhill almost immediately. Adventure Express, Tomb Raider, Saturator, the Italian Jobs, the Scooby dark rides, etc.
I actually wonder if T-Road needed the amount of work it's had simply due to it's age, or if Paramount neglected some things that lead to it being worse off than it should've been. In CF's first full season they shut down the backwards half early, then the entire ride, in addition to Top Gun being down for about 6 weeks. Coincidental timing, or evidence that Paramount was slacking? We'll probably never know, but I like the direction CF is going in this area.
From the pictures I've seen, Nighthawk looks very, very good. It seems to have been stripped and primered first, at least in some spots, so this paintjob should last for a good while. The colors are a pretty good choice, and fit in better with the surrounding Nick Central area. While I thought the BORG paint had a craptastic application, I did like the color scheme itself, and thought it fit in with the theme well, but also felt it clashed with the Nick stuff next door, and somewhat with the entrance area. This is going to look nicer all around, I think.
