The key word here is the water park. Not everyone wants to go to the water park. If you are already in an area geared for kids why not?

It would if people don't want their kids walking around in wet clothes and things. Before becoming a full water park, SFoG had only a water playground and it had, gasp a bathhouse!

Exactly . . .

There is a permit for the bathrooms.
Why is it so hard for you all to believe the bathhouse permit is for a BATHHOUSE?!?!? Do you know how excited for parents who don't want the hustle and bustle of the water park would be about a water area for their kids and a place to properly change their clothes outside of a bathroom? And one thing we are forgetting is the water park is seasonal. Meaning it's only from may till basically the end of august. It is still warm starting in april through september. You can still have an activity play/pad still open during the times the water park isn't available.
Or perhaps it could be just one permit for demolition of the current restrooms and the other is for . . . I dunno, maybe a new 1,879 SF restroom facility

????
At any rate, we will find out in a month or so . . .
