I guess CBS just didn't want North American theme parks.

Actually, CBS doesn't want any parks. This is basically the same kind of Setup you saw with CF until they dropped the license. I think they may own a stake in the park, but they don't own/operate, and they get a nice licensing fee. All the benefits, none of the work.
