Kinda late to the thread but...
I don't believe you'll ever see a full NASCAR area at a Paramount Park. Why? They don't own the rights, and would have to pay huge licensing fees. Not only that, but there is already a company that has the liscensing to do NASCAR attractions, B&C out of Myrtle.
NASCAR Cafe', as far as I can tell, is like a franchise. You could buy the franchise and build one, much like B&C has done in adding one to Pigeon Forge and Myrtle Beach, and other places. I think there are currently 4 or 5 Cafes, and at least 2 of them are owned by B&C. Another one has a coaster, but it doesn't really have a NASCAR theme, hence the name Speed: The Ride. Trust me, I saw no NASCAR Specific Themeing at Speed.
Then there is the NASCAR Speedpark. B&C ownes all of these, and they offer rides and some offer small coasters. IIRC, they're teaming up with Premier to build NASCAR themed coasters in certain places. Now, think about it, The Sahara has a NASCAR Cafe section. There is a coaster there, by Premier, but it isn't really NASCAR themed. Racing themed? Yep. Stock Car themed? You betcha. But there is no mention of NASCAR in the station, and no 'NASCAR' anything on the coaster trains or ride.
So, B&C probably realized that that was a good idea, and since they have the NASCAR liscense for the Speed Parks, they think 'Hmmm...Maybe we should have launched coasters like Speed, but with the actual NASCAR themeing'.
Makes sense to me. Which brings me to my point. Why would B&C, who obviously holds the liscence to themed NASCAR attractions outside of an acutal NASCAR Cafe allow PCar to have a NASCAR themed section? Esp. since there is a NASCAR Speedpark so close to Carowinds, and another just 4 or less hours south?
I'm sure, if they really wanted to, PCar could buy a NASCAR Cafe Franchise and build the Cafe there, though that doesn't seem very Parmount to me. However, I highly doubt that B&C would allow NASCAR themed attractions at PCar, when they have the resources and liscences to do so themselves outside of PCar, and make the money themselves.
Edit: I'm also not saying that a Stock Car themed attraction wouldn't work at a Paramount Park, but they aren't going to get that NASCAR liscence. Oh, wait, whats that you say? Oh, they have a Stock Car themed attraction? Oh, they've had one for years? Riiiiight. Days of Thunder. A Stock Car themed attraction. Something tells me that if they were going to do much more with that theme, they'd have done it, instead of just bringing Days of Thunder back every few years.
