Sometimes, it just takes time. With Paramount, Carowinds was lucky to get something new. With Cedar Fair running the show, they are flooding capital into the park now. While I worked at the park, management was being extremely strict on hours because of budgeting. I have no doubt in my mind this had to do with A) reducing expenditures to marginalize/raise profits, but mainly B) there is a lot of renovation that was needed in the park. (From things like painting rides to improving the quality of the parks premises). Lets not forget Carowinds opened in 1973 and there is a good bit of the original structures still in place (maybe slightly renovated but still there). These structures were never really cared for under Paramount. So with everything else in the park it will take time.
BTW my memory may be foggy but if I remember correctly someone from carowinds or someone on this forum commented a long time ago that: "It will take a few years for all the changes to be noticeable. It won't happen over-night. It could take up to 5 years to bring the park up to the par of our other parks." (Referencing the acquisition of Carowinds into the Cedar Fair chain)
