Why would a web dev put a place holder in a different language?

Also the helmet looks like it has a lightning bolt on the top center.

Latin is used as placeholder text in web development. However, it's not typically used in place of "instruction" text, it's used to give the developer an idea of how their page will look with paragraphs of content. (See here). This is very likely an intentionally crafted troll to mess with us, much like they did with the fake "The Bat" site for Kings Island last year.
