Looks like they put up the fence by Surf Club Harbor. I can't help but think a wooden fence would've been more aesthetically pleasing:

It's probably the perimeter (security) fence. I can see them also adding a wooden fence as well.

I'm gonna go ahead and guess that North (and south) Carolina require some type of steel fencing like that as a security fence. Since that is on the edge of their property.
