The park still has about 100 acres of unused land scattered throughout the property, so I doubt it was ever a priority. If the park became truly landlocked like Knott’s, they could always re-shift the parking lot to open up additional land, but that probably won’t happen for another 5-6 decades if ever.
[EDIT] The current parking lot looks like this:
If they were to move some of the parking spaces to the land between the toll booth and the North Gate lot, it would open up a sizeable amount of land for expansion at the South Gate. You could get about 20 or so acres of additional land given that you reroute the road to the exit into a sort of "perimeter road" like Cedar Point's.
